Previously, when skipping the non-exist LC entry, instead of using the get_next_entry() parameter, the logic used advance_head() to fetch the next entry and in case the cycle finished for that shard, the head would reset. Due to this, lifecycle for an affected bucket would never start causing a few buckets stuck in UNINITIAL state when applying LC policy to multiple buckets.
With this fix, new shared rollover logic is added and buckets formerly skipped are now processed.
