python-qemu-qmp failed to build from source in Fedora rawhide/f41

Please fix python-qemu-qmp at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
python-qemu-qmp will be orphaned. Before branching of Fedora 42,
python-qemu-qmp will be retired, if it still fails to build.

The root issue is python-avocado fails to install. I filed: https://bugzilla.redhat.com/show_bug.cgi?id=2304322

I think fixing that isn't trivial, it maye requires a new version rebase

python-qemu-qmp uses avocado for testing step. So IMO it's fine to disable the avocado dep and testing step just to get things building.
