The root issue is python-avocado fails to install. I filed: https://bugzilla.redhat.com/show_bug.cgi?id=2304322 I think fixing that isn't trivial, it maye requires a new version rebase python-qemu-qmp uses avocado for testing step. So IMO it's fine to disable the avocado dep and testing step just to get things building.
