Steps to Reproduce:
1. Upgrade from Fedora 40 to Fedora 41
2. Run any non-Flatpak Wayland app
Actual Results:  
App will refuse to launch

Expected Results:  
App would launch

$ rpm -q mutter
mutter-47~beta-1.fc41.x86_64
