Are you sure jack-audio-connection-kit is what you need ? It seems to me that pipewire-jack-audio-connection-kit is what should to be used for all supported Fedora releases and EL >= 9.

The resulting fluidsynth package does not depend on jack-audio-connection-kit (only pipewire, speaking jack via pipewire). Does pipewire provide a devel subpackage for that? In that case fluidsynth should learn to use it. Note that I'm not involved in fluidsynth, just something up the dependency chain.
in fluidsynth specfile, you should try and replace: """ BuildRequires: jack-audio-connection-kit-devel """ with """ %if 0%{?fedora} || 0%{?rhel} >= 9 BuildRequires: pipewire-jack-audio-connection-kit-devel %else BuildRequires: jack-audio-connection-kit-devel %endif """ and you should be good, I think.
