Description of problem:

While FFU 16.2 -> 17.1 overcloud upgrade is taking longer then expected leading to OVN outage and impacting entire VMs network connectivity

RHOSP 17.1

How reproducible:
First time with this customer 

Steps to Reproduce:
1. $ openstack overcloud upgrade run --yes --stack <stack> --debug --limit allovercloud,undercloud --playbook all


Actual results:
Upgrade is very slow leading to outage

Expected results:
Upgrade could have been faster
