Version 0.5.2 seems to have compatible API with 0.4.x, the "breaking" changes were 1) new maintainers and 2) dropped features that were already dropped in the Fedora package. As such, I think we can push bzip2 v0.5 without a compat package for v0.4.

I've prepared a review request for the one new dependency, the pure-rust bzip2 reimplementation (or rather, transpilation) libbz2-rs-sys.
