Description of problem:
This appeared after a DNF system upgrade from FC41 to FC42
SELinux is preventing ps from using the 'sys_admin' capabilities.

1) Boot up
2) Log in
3) SELinux immediately creates a notification in the KDE/Plasma system tray.
