The reason is that now /usr/sbin is a symlink to /usr/bin and no longer a separate folder and tmpwatch tries to install its binary in both locations. Reproducible: Always Steps to Reproduce: 1. Fresh install on Fedora 42 latest Beta (Fedora-Everything-netinst-x86_64-42_Beta-1.4.iso) 2. Hello, this happens on systems with merged /usr/bin and /usr/sbin. If /usr/sbin is a symlink to /usr/bin, it fails like mentioned. If the directory /usr/sbin exists and the files inside are links to real files in /usr/bin, it works, since tmpwatch creates this in opposite. It creates the file in /usr/sbin and the symlink in /usr/bin. It should be fixed in tmpwatch.
This is a duplicate bug report Bug 2361481, where I have posted a patch to fix the issue, but I am still waiting for a response. If you want, I can post it here as well. For me it's high priority.

Looks like @yselkowi fixed this in F43/rawhide. Can you please build this for F42 too? This bug breaks bin/sbin merge in existing installs and breaks new installs with tmpwatch selected.
I'm going to fix f42, it's finally annoyed me enough. ;)
