Description of problem:
I have a package (python-steampunk-spotter) submitted for review and I want to build it for EPEL9, but the setuptools for default python3.9 is too old (53.0.0). There's a newer setuptools built for python3.12 (python3.12-setuptools-68.2.2-4.el9), but python3.12-setuptools_scm is missing.
