Description of problem:

CG sync is stopped after the group is relocated to a new primary and the old primary is restarted i.e. power off and then power on.
The mirror group status on secondary is stuck at "up+starting_replay".

How reproducible:

Steps to Reproduce:
1. Relocate CG to new primary
2. Power off old primary i.e, new secondary
3. Power on old primary i.e, new secondary
4. Check sync status

Actual results:

Sync is not happening

Expected results:

Sync should work fine
