Doc Text:	.Snapshot synchronization resumes correctly after daemon restarts, partial deletions, or force promote operations Previously, Ceph Block Device (RBD) mirror snapshot synchronization stalled on the secondary cluster, leaving snapshots in an incomplete state. This occurred under the following workflows: * Daemon restart during active synchronization * Partial deletion of group snapshots * Forced promotion with incomplete snapshots This fix addresses all identified root causes. Snapshot synchronization now resumes correctly after daemon restarts, partial deletions, or force promote operations, improving Ceph Block Device mirroring reliability and consistency. I am copying this bug because: 



Description of problem:

CG sync is stopped after the group is relocated to a new primary and the old primary is restarted i.e. power off and then power on.
The mirror group status on secondary is stuck at "up+starting_replay".

ceph version 19.2.1-245.el9cp

How reproducible:

Steps to Reproduce:
1. Relocate CG to new primary
2. Power off old primary i.e, new secondary
3. Power on old primary i.e, new secondary
4. Check sync status

Actual results:

Sync is not happening

Expected results:

Sync should work fine
