Update the cmark package and library to version 0.31.1 (or later).

Various dependent packages will be rebuilt against it.

Looking good - I have tested scratch builds of the 8 dependents.

Just waiting for evolution to be version updated in another sidetag.

7 of the packages are now built in a sidetag,
just waiting on evolution to get pushed from another sidetag.

https://bodhi.fedoraproject.org/updates/FEDORA-2026-2249864f96 was pushed to rawhide now.
