This really looks like the installation image being corrupted (possibly during download) or even the physical installation media (eg. USB flash drive) itself failing. I suggest re-downloading the installation image and checking its checksum (either manually or via the Fedora Media Write tool) and possibly even trying a different physical device if that does not help.
