I then fooled around a bit, changed the current layout in the settings of the live system and found that the installer reacted to that by asking me to remove one of the now two layouts. Is it possible that the problem you described is not for the (old) installer, but the web UI introduced in Fedora 43 [1][2]? In this case, the correct bugzilla component would be `anaconda-webui` instead of `anaconda`. I'm asking because I don't see a button next to the keyboard layout. Perfect, I see you already changed the component. Yeah, anaconda-webui is probably right as I was using the latest Fedora Workstation Edition. I also noticed it was running in a browser. I think I figured out the name of the component from a help button I encountered. Is there a good way for non-technical users to submit problems they encounter, by the way?
There was indeed a bug where if gnome-control-center (GNOME Settings) was already open, clicking the "Change system keyboard layout" button in the installer would not bring the Settings window to the front, it would stay behind the installer window. This has been fixed [1]. Regarding multiple keyboard layouts: We have intentionally disabled support for multiple keyboard layouts in the GNOME environment. This is due to Gnome shell missing support for localed [2], we are therefore unable to listen to compositor layout changes, so if the user changes the keyboard selection order using hotkeys (e.g., Alt+Shift), we cannot follow the selection changes in anaconda. In any case, this limitation will be probably removed in the future because I understand it is causing more trouble than the cases it tries to prevent.
