Description of problem:
When an item is in status NEEDINFO there is a message under the comments text
box saying "Adding comments will toggle the bug status to ASSIGNED".
I attached a file with a comment to the attachment and the status was not changed.

Steps to Reproduce:
1. Put a bug in NEEDINFO
2. Create attachment and add comment to the attachment
3 [details]. Submit the changes
  
Actual results:
Bug remains in NEEDINFO

Expected results:
Bug changes status to ASSIGNED

Additional info:
This happened with Bug #245713. I had to change the status manually.
