(1) There is no FTP directory for EUS version at all; ftp://ftp.redhat.com/pub/redhat/linux/enterprise/4.6.z/ does not exist. (ftp://ftp.redhat.com/pub/redhat/linux/enterprise/4/ does exist.) (2) The arch subdir 'i686' does not exist; ftp://ftp.redhat.com/pub/redhat/linux/enterprise/4/en/os/i386/Debuginfo/ exists but .../i686/Debuginfo/ does not. Even the kernel package is built for i686, the arch subdir must be i386/, I think.
This problem also exists in RHN Satellite. E.g. ftp://ftp.redhat.com/pub/redhat/linux/enterprise/4/en/os/i686/Debuginfo/kernel-debuginfo-2.6.9-67.0.15.EL.i686.rpm from https://$SATELLITE_SERVER/network/software/packages/details.pxt?pid=10420
