This does require the fltk2 package which currently is not part of fedora. If you feel like packaging it go ahead and submit it for review. You can find a description on how to become packager here: https://fedoraproject.org/wiki/PackageMaintainers

Fedora 9 changed to end-of-life (EOL) status on 2009-07-10. Fedora 9 is no longer maintained, which means that it will not receive any further security or bug fix updates. I don't believe FLTK guys ever release 2.0 or 1.3 version which Dillo 2 depends on. I tried to package FLTK 2 some years ago w/o major success. I suggest you build Dillo 2 from source yourself. Sorry...
