Description of problem:

When upgrading to rawhide (from F9, using preupgrade), upgrade.log starts off with:

Upgrading libgcc-4.3.2-7.x86_64
warning: libgcc-4.3.2-7: Header V3 DSA signature: NOKEY, key ID 4ebfc273
Upgrading setup-2.7.4-1.fc10.noarch
...

Version-Release number of selected component (if applicable):

anaconda-11.4.1.58-1.fc10

(I know it was this version, because I couldn't upgrade until bug 471288 was fixed)

1. Upgrade
2. Check /root/upgrade.log
  
Actual results:

NOKEY error

Expected results:

No error

Additional info:

The keyID matches other packages, and rpm -V doesn't complain after install
