Description of problem: RANDR and Xinerama each want to publish Xin protocol. Only one can win. RANDR would be the logical choice, and it should ask each ScreenRec for a list of boxes. With this (and fixing X to come up on _all_ cards not just the first), we could pretty much drop system-config-display entirely, since gnome-display-properties would be able to configure across cards.
