Description of problem:
Publican does not install the dependency perl-IO-String.
Without it installed the following error can occur during a build:

"LibXSLT: error coming back from perl-dispatcher in pm file. Can't locate object method "new" via package "IO::String" at /usr/lib/perl5/vendor_perl/5.8.8/Publican/Builder.pm line 1165"

Additional info:
The workaround is to install perl-IO-String manually:
yum install perl-IO-String
