Description of problem:
This is an upstream bug that we need to track here as this is also necessary for the JIRA migration. 

As part of the migration several new custom fields will need to be created which we do not necessarily want or need for them to be visible for all products. At the same time we do need for some of them to be visible for several different JBoss products instead of having to create a different one with similar values for each product separately.
