update: crash fixed after I selected a keyboard in the settings window (selected "evdev-managed keyboard")
Does this mean the plugin *always* crashes if you are using the default settings and haven't selected a particular keyboard? Isn't "evdev-managed keyboard" selected automatically? Can you please test this with a fresh user profile?
You also might want to test the update from
* every time none is selected, the plugin crashes when I press Close
* very often when I open the preferences dialog, there is no keyboard model selected. Just now I opened it and it had none selected. I selected Dell Laptop/notebook Inspiron 6xxx/8xxx (BTW, "evdev-managed" is no longer a listed option). Closed and reopened - the selection is still there. I suspect that after a reboot it won't be there anymore.

1. I just unpluged the keyboard ant the applet crashed.
Not sure If its relevant, but the keyboad is MS Natural Ergonomic 4000 (USB)
xfce4-xkb-plugin-0.5.4.1-1.fc15 has been submitted as an update for Fedora 15.
* should fix your issue,
* was pushed to the Fedora 15 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing xfce4-xkb-plugin-0.5.4.1-1.fc15'
