Description of problem:
Clicking on the User Manager in the System Settings folder under Start Here does
not start redhat-config-users. Starting the utility by hand from a shell works
fine. When not logged in as root, the root password prompt dialog does appear,
but the utility still will not start.

Always

Steps to Reproduce:
1. Double click Start Here
2. Double click System Settings
3. Double click User Manager
	

Actual Results:  The utility never started.

Expected Results:  The utility would have started.

This is a dupe of bug #62010, which was traced back to a bug in eel and was
fixed yesterday.
