Description of problem:

While installing fedora-release-notes the following error occurred 

Installing: fedora-release-notes         ################### [  83/1077]/var/tmp/rpm-tmp.bsyB7L: line 2: touch: command not found

( probably needs full path to command /bin/touch ? )

Additional info:

This happens when composing an image so remove and reinstalling it will not trigger this bug probably because then touch is in user $PATH
