Currently users request for a particular machine via rt ticket. An admin works with current user to free a system and assign it to a new user. 

It involves changing the status of the requested system to "broken" and then loaning it to a new user and changing the status back to "working". Can a user request for loan via beaker web interface directly, instead of via rt? An admin may then approve such a request via beaker web interface and this process can be automated.

Steps of this process

1. User finds a system fitting his requirements
2. Clicks "Request" next to "Loaned to" field
3. Comes to beaker admin for approval
4. Beaker admin approves request
5. Beaker waits for current job to be completed (also notifies current user that there is a request for this system)
6. Once the system is free, it gets loaned to requestor.
