Without support for the PRE-ASSOCIATE request the 802.1Qbg implementation will not be standard
conform and therefore not be able to work with standard conforming  switches.

I don't think that's correct.  PRE-ASSOCIATE is optional AFAIK.  The current implementation will send only an ASSOCIATE request, so adding PRE-ASSOCIATE is more like a useful optimization than being standards compliant.

This enhancement request was evaluated by the full Red Hat Enterprise Linux 
team for inclusion in a Red Hat Enterprise Linux minor release.   As a 
result of this evaluation, Red Hat has tentatively approved inclusion of 
this feature in the next Red Hat Enterprise Linux Update minor release.   
While it is a goal to include this enhancement in the next minor release 
of Red Hat Enterprise Linux, the enhancement is not yet committed for 
inclusion in the next minor release pending the next phase of actual 
code integration and successful Red Hat and partner testing.

We likely have a dependency on a recently found libnl bug that needs fixing for
802.1Qb{g|h} to properly work.

I verified that the patch is contained in libvirt-0.8.7-5.el6.src.rpm. So from this perspective, this bugzilla can be closed
