this appears to be working now after the above rt ticket was fixed.

Confirming as well. I managed to sync  redhat-rhn-proxy-5.4-server-x86_64-5
and  even to install RHN Proxy 5.4. See Bug 637123.

The 5.4.0 RHN Satellite and RHN Proxy release has occurred. This issue has been resolved with this release.
