S comma bellow and T comma below don't work.

How reproducible:


Steps to Reproduce:
1. When in X, set the keyboard mapping to Romania or Romania (Standard).
2. For Romania, Alt Gr + S, T should generate s comma below and t comma below
3. For Romania (Standard), ; and ' should generate s comma below and t comma below
  
Actual results:

S and T are generated

Expected results:

S comma below and T comma below should be generated

Additional info:

I see some changes upstream:  http://cgit.freedesktop.org/xkeyboard-config/log/symbols/ro that generated some changes in the ro symbols file, so it may be related to that since I don't see any trace of "comma" in the last version.
