perl-Net-Amazon-S3 is currently version 0.43, which is very old. Current version is 0.53. Please update.
Sadly, it is not possible to package 0.53 in Fedora at this time. The upstream author has become more dependent upon the Digest::MD5::File perl module, which is not packaged in Fedora. In 0.43 only test cases that required AWS credentials and cost money to test used that perl module, but in 0.53 main module files are also using it. In order for newer versions to be packaged, the author will need to stop using Digest::MD5::File, or someone will need to package and maintain it for Fedora.
