commit e68b0e87f3cf060819cac552c49bf046bcf9ba4e
    652613 - set ownership to apache:apache by default

Moving to back to ASSIGNED.

This commit went only to master (space13) and the fix is available
in spacewalk-backend-1.3.2-1. But this bugzilla is against space12.

Could you please cherry-pick it also to SPACEWALK-1.2 branch?

Not Spacewalk 1.2 material, this is under space13.
