Cannot select Estonian keyboard configuration

Description of problem:
Kudzu and Xconfigurator changed my Gnome keyboard to US configuration (Bugzilla
69679). Now I am unable to change the configuration back to its original
setting of Estonian.

Steps to Reproduce:
1. Against my wishes, the Gnome keyboard configuration got changed to US.
2. Using System Tools -> Keyboard Configuration, I saw that the keyboard is
already configured as Estonian, so I selected US English and clicked OK.
3. Confirmed that keyboard is still US.
4. Selected Estonian keyboard and tested.
Actual Results: Resulting characters still match US configuration.
Expected Results: Characters appropriate for an Estonian keyboard.
Selecting a Finnish keyboard is successful.
The keyboard still works as Estonian on virtual consoles.
#rpm -q redhat-config-keyboard
I think it's not modifying the XF86Config file. If you look at
/etc/sysconfig/keyboard, it is probably set to Estonian, so Estonian would work
outside of X. However, changing the X file is something that I haven't gotten
