Right now there is documentation hole where config meets tools, and what it means to the user.  

It would be beneficial if there were man pages for the tools, outlining features and usage.  e.g. what does this feature actually do?  Why do I need to set certain parameters to enable this feature, etc.

Entities
       Multiple  targets can be acted upon in a single command invocation, and
       lists of each target are separated by commas.  If a name has a comma in
       it, then the name will need to be surrounded by escaped quotes (\").

       -f, --features FEATURE[,FEATURE,...]
              A comma separated list of feature names that will be acted upon.

       -g, --groups GROUP[,GROUP,...]
              A comma separated list of group names that will be acted upon.
...

Suppose entities should be features and parameters not features and groups.

(NOTE: after adding skeleton group to ccs/p, also manual pages should be changed properly - see Bug 723337)

Fixed the ccp manpage, but skeleton group is not yet supported in ccp.  There is an RFE logged to support it.

Manuals for condor_configure_store/pool were created.

Tested with:
condor-wallaby-tools-4.1.2-1

Tested on:
RHEL5 i386, x86_64
RHEL6 i386, x86_64
