summary says it all, need to split out subpkgs for any items with xine-lib dependencies.

Oh, we already have this:

%if 0%{?fedora} && 0%{?fedora} < 16
%define xine 1
%endif

So f16+ doesn't include kcm_phononxine already, no need to add the comlication(s) of a subpkg. yay.
