Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). That failing, please send an e-mail to the RH Jira admins at rh-issues@redhat.com to troubleshoot your issue as a user management inquiry. The email creates a ServiceNow ticket with Red Hat. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Description of problem:
After applying a filter to the user list, the "+New User" link seems to (sometimes) be non-functional. I am not sure of the exact circumstances/reasons, but following the steps below /exactly/ ought to work.

Steps to Reproduce:
1. Administration > Users
2. In the filter box, enter "a*"
3. Backspace over the filter and re-submit, i.e., clear the filter.
4. Attempt to hit the "+New User" link
Actual results:
* The "a*" filter reasserts itself
* No new user dialogue appears
Expected results:
* Filter should not reassert itself
* New user can be created.
Additional info:
It's worse than that for me:
1) Go to users page, type in an existing username as a filter
2) Clear the filter, either by deleting the text or the search menu dropdown
3) Try to select an item in the left pane
item cannot be selected, repeated clicking seems to just reapply the filter.

Similar to - https://bugzilla.redhat.com/show_bug.cgi?id=752177 which was fixed by commit: fcbe7556c5b7a8e51432ddc8d5619a21be65df09
The issues with the filter not clearing should be fixed which should alleviate the above issues as I am not able to re-produce them.
