Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Description of problem:
This actually looks similar to bug #740936. Different sort of path. It occurs in both Global and Org role creation
When trying to navigate the Roles/Permission Wizard, using the Previous and Next buttons can get UI into a bad state.

Steps to Reproduce:
1. Create a new role, "Test Role"
2. In the right pane, Permissions > ACME_Corporation > Add Permission
3. Hit the "+All" Button; Next
4. On the resulting page, hit "Previous"
5. Upon returning to what one might expect to be first step of the wizard, note the "Previous" button. Click it.
6. Continue to keep playing with the Previous and Back buttons all you want.
Actual results:
User is stuck in a broken state.
Expected results:
* There shouldn't be a "Previous" button on step #1 when returning to that view.
* There seems to be something glitchy here having to do with clicking the +All button. Chosing a single Permission, moving forward, and then back doesn't seem to cause this problem.

The issues with the previous button should no longer be visible. Selecting the +All button, hitting next and then previous should result in the user being returned to choosing a resource type or hitting the +All button and being able to select Next.
