Description of problem:
using yumdownloader download an rpm - this will work but complain that "already exists and appears to be complete" 

Version-Release number of selected component (if applicable):
yum-utils-1.1.30-6

How reproducible:
every time

Steps to Reproduce:
1. in an empty dir run yumdownloader foo
2. receive error message "already exists and appears to be complete"
3. note that dir was empty before download, thus that error is incorrect, although we do now have an rpm
  
Actual results:
rpm with an error about already exists

Expected results:
rpm with only succesful message

I believe this is a duplicate of bug 711768 (will be fixed in RHEL6.2).

Nick, 
when running 
yum --showduplicates list PACKAGENAME
you should see that the requested package is available in 2 or more repos.

For RHEL6 it is actually a bug 711767 and it is proposed for RHEL6.3.
I am sorry for confusion.

Ah yes - I'd agree this bug 753864 is a dupe of 711768, sorry about that.
