The bz2 -> xz change looks sane, go for it. I'm wondering what the effects of setting LD_FLAGS to $RPM_LD_FLAGS is (if any).

More information about the ldflags stuff is at http://lists.fedoraproject.org/pipermail/devel/2011-August/155358.html . Note that my patch here implements the "Partial RELRO" case, not the "Full RELRO" or "hardened" one.
I took the liberty to push and build this for rawhide so as many packages as possible get the benefits as part of the ongoing gcc 4.7.0 mass rebuild. However, the build failed, but I *guess* the failure was not related to this build because the previous build had failed as well (hard to tell because apparently the build logs are no longer available).
