OK, but having that Requires isn't necessarily magically going to make it work if the Requires aren't satisfied. Currently on f16 we have PyQt4-4.8.6-1.fc16.x86_64 which is clearly > 4.6. Looking at: https://admin.fedoraproject.org/community/?package=PyQt4#package_maintenance it appears that all PyQt4 releases are > 4.6, so this isn't an immediate problem. However, it's probably a good idea to keep the BR/Require up to date, so thanks for bringing it to my attention, I'll update them in the next release of picard I make. Btw, do you know which version of picard this requirement was introduced?

I've backported picard picard-0.12.1-2 for .el6 and when run in console, it sometimes prints exception on QNetworkAccessManager.deleteResource (that should be present in RHEL's QT - bug #757411), so it's pretty long time.
