Managing beaker related activities within beaker may make for easier management that relying on external applications.

For example, keeping track of requests to have systems loaned. The owner of a machine could see all incoming requests and grant the requests at the click of a button. We could programmatically queue loans, have loans returned, and loan to the next in queue etc etc.

Using an external tracking system maybe better suited to some users (say for managerial type reasons), but not all may have the access to, or want to use these.
