Description of problem:
When having url with $env, Katello expects it to be replaced with evironment name. Candlepin replaces it with environment id.

Fixed in candlepin.git master: b5841d7835c13cca2d5615839be82b1197e6ad69

Env name will be URLEncoded (UTF-8) and replaced in for any occurances of $env
in the owner's contentPrefix. 

As discussed on IRC, important caveat, the env name cannot change as this will
break all content URLs.
