Enable support for RoCEE in MRG RT 2.x

New Contents: * With this update, MRG Realtime introduces the libibverbs-rocee and libmlx4-rocee packages to provide high performance networking. The libibverbs-rocee package provides a library to enable user space processes to use the RoCE (RDMA over Converged Ethernet) "verbs" API according to the InfiniBand Architecture Specification and the RoCE Protocol Verbs Specification. The libmlx4-rocee package provides a device-specific driver for Mellanox ConnectX InfiniBand host channel adapters (HCAs) for the libibverbs-rocee library. (BZ#798426, BZ#798427)
Verified by installing libmlx4-rocee-1.0.2-5.el6 and libibverbs-rocee-1.1.6-2.el6 packages on top of kernel-rt-3.2.23-rt37.56.el6rt on a server with a mlx4 based network interface. Ran several RDMA based tests over the mlx4 interface without any problems. Also tested running MRG Messaging using qpid+rdma. -> VERIFIED
