[REST API] Provide an URL to check the availability of an application

Have a mean to get the availability of a given application (CREATED vs CREATED) to know if the client can clone/import it locally, either by providing an URL or by returning its state when querying the application (GET ..)

Yes, we decided to suggest a single solution to the following 3 issues:
* https://bugzilla.redhat.com/show_bug.cgi?id=805986 (application availability after creation)
* https://bugzilla.redhat.com/show_bug.cgi?id=806008 (application availability after creation)
* https://bugzilla.redhat.com/show_bug.cgi?id=805989 (application started/stopped state)
We suggest that a single state property would inform about the state an application is in. States contains information about creation and running.
