Description of problem:

Currently RX checksum feature is disabled by default as WHQL will not only
test that the driver reports valid packer but test actual checksum as well. As
in some cases checksum on the how will not be calculated (although the packet
is valid) - the test will fail.

I suggest to move it to RHEL6.4 as we don't have functional issue, and we only need to satisfy WHQL test that passes currently in our default configuration.

Duplicates #834175 - in HCK supporting RX checksum offload is a must.
