Description of problem:

There seems to be 2 issues with error notifications:

* Clicking on an error notification text immediately opens up a detailed traceback window. I believe the desired behavior is to only open this window if the user clicks the "i" icon
* Once this windows opens, you cannot close it unless you hit the ESC key

How reproducible:


Steps to Reproduce:
1. Cause something to fail so that you have error notifications in the User Notifications page
2. Visit the User Notifications page
3. Click the text of an error notification
  
Actual results:

Window pops up with detailed information for error and one cannot close it.

Expected results:

Window should only pop up if I click the "i" icon. I should also be able to close this window by clicking on its close button/icon.
