How reproducible:


Steps to Reproduce:
1. This bug is originated from https://bugzilla.redhat.com/show_bug.cgi?id=859998
2. in LDAP mode user can't edit itself.
3. By default an LDAP user does not have the right to edit its quota value
4. So it displayed an un-editable page with "Save USer" button

Actual results:


Expected results: Save User button should not display
