Description of problem:

As packstack doesn't support openstack-nova-objectstore, it should configure nova to talk with swift instead.

https://github.com/puppetlabs/puppetlabs-openstack/blob/master/manifests/controller.pp only configures Horizon to use Swift

This is not a bug. nova-objectstore is not production ready and should be used just with euca-tools as explained here: https://answers.launchpad.net/nova/+question/156113

If needed we could reopen this bug later for further discussions.
