At the moment, the Fedora kernel team doesn't have the ability to recreate this.  You might try using the 3.7.x kernels found in rawhide and see if the issue still occurs.  If it does, we'd recommend working with upstream on this.

boot the guest with the parameter 'nosoftlockup'.
The softlockup detector needs support from the hypervisor for it to work correctly.
