Description of problem:
When I change a full-screen Firefox window into smaller size, while Beaker page is open, the smaller menu ([nick], My jobs, Logout) on the top-right is moved under the bigger one (Systems, Devices, Distros, Scheduler, Reports, Activity) on the top-left. The smaller menu then blocks the drop-down list from the bigger menu, some entries behind the smaller menu are unclickable. Depending on the resolution, the unclickable drop-down menus are: Activity, Activity and Reports, Activity and Reports and Scheduler and so on.

Steps to Reproduce:
1. Open the Beaker page [1] in a Firefox window.
2. Convince yourself, that you're logged in, or if possible, log in.
3. Resize Firefox window to the point when menu on the right side appears bellow the menu on the left side
4. Try to click on entries from the Activity drop-down menu.

Actual results:
Some of the entries are unclickable.

Expected results:
I should be able to click on all the entries from drop-down menu.
