Description of problem:
Disabled actions (in the action bar or the context menu) should have a tooltip explaining why the action is disabled.

Version-Release number of selected component (if applicable):


How reproducible:
100%

Example:
1. Go to Virtual Machines -> Network Interfaces sub tab
2. Select a vnic (Plugged vnic of a running vm)
  
Actual results:
1. The "remove" action is disabled. There is no tooltip explaining why the action is disabled and what the user can do to make the action enabled.

Expected results:
1. The "remove" action is disabled. There is a tooltip explaining that the user can't remove a plugged vnic of a running vm.

keep in mind that disabled-reason tool tip is needed on disabled buttons and probably on disabled context-menu items as well.

closing this bug since we aren't getting to it, and it hasn't been prioritized for a while.
