Bug 916095 – [RHSC] Adding a server via the Console using the hostname, such that the server has already been added via the Console using the IP address, does not fail right away.

Bugzilla will be upgraded to version 5.0. The upgrade date is tentatively scheduled for 2 December 2018, pending final testing and feedback.

Description of problem:

A server has been added to a cluster via the Console using the IP address, and if it is added to the cluster again using the hostname, the action does not fail right away. Instead, the Console attempts to perform the installation and then it fails. The "newly-added" host goes to the "Install Failed" state.

Steps to Reproduce:
1. Add a host via the Console using its IP address.
2. Add it again using the hostname.
  
Actual results:
Installation begins and then fails and host goes to Install Failed state.

Expected results:
The Console should cause the action to fail before the installation stage.
